Currently, one of the most pressing issues for the Moscow region is increasing the production of its own building materials.

"About 25% of all Russian housing is built in the Moscow region, and it is logical that one of the main tasks of the region's development is to increase the production of building materials in order to avoid exporting products," comments German Elyanyushkin, Deputy Chairman of the Moscow Region Government. "This will allow us to solve the problem of housing affordability more effectively, as well as attract investors to this segment and create new, high-tech jobs."

The construction materials production market in the Moscow region today has a high growth potential. According to estimates of the regional government, taking into account the pace of construction in the region and neighboring regions, the market volume is about a trillion rubles. In addition, the investment policy of the Moscow region contributes to the formation of the market. The authorities emphasize that they are ready to provide tax holidays to investors who open construction materials production in the region. According to German Elyanyushkin, the housing construction sector is already saturated, the main players have been identified, but there are still a lot of opportunities in the construction materials production segment, including the established circle of consumers represented by developers.

The factor of guaranteed demand and a relatively free niche in the construction materials production market contributes to the emergence of an investment boom in this area. For example, the German company Rettenmeier announced plans to build its own wood processing plant in the Moscow region. Recently, Morton Group of Companies and the Government of the Moscow Region signed an agreement on the implementation of a strategic investment project for the construction of a modern house-building complex "Grad" in the Naro-Fominsk district. Under the agreement, Morton, together with the state corporation Rusnano, will invest 9 billion rubles in the project. The launch of the new complex will create about a thousand new jobs in the Naro-Fominsk district, and provide the region with innovative construction materials. It is planned that this project will become a growth point for the modernization of the entire panel housing construction industry in the country, the development of new technologies in the production of building materials.

The emphasis on improving not only the accessibility, but also the quality of housing under construction through the opening of high-tech production of building materials is another priority of the Moscow region authorities. This will also be one of the main areas of discussion at the Stroynedeli 2014 section. "If we talk about the general economic development of the Moscow region, then the main task is to improve the quality of life in all areas," concludes German Elyanyushkin.

Market participants note that modern technologies and products can really significantly increase both the pace of construction, and its availability and quality. "Today, with the use of highly qualified specialists and innovative materials, it is quite possible to build housing in a fairly short time," says Ivan Konstantinov, Commercial Director of the Leader production company. – In my practice, if these conditions are met, some social facilities were built within five months, while their quality did not decrease, but on the contrary, was higher, compared to the objects of previous years."
