The pace of new housing starts is being slowed down by the lack of building materials
According to a study conducted by the Ministry of Regional Development, about half of the regions currently lag behind the average rate of housing commissioning. The reason for this lag is the lack of construction materials. It is reported that to meet the needs of the construction region, the country needs about 20 new cement plants and more than 30 large-scale production of non-metallic materials, including gypsum. The main reason why manufacturers refuse to build new plants from scratch is the extremely low investment attractiveness of these projects.
This situation was discussed in detail during a meeting held at the Ministry. For example, at the moment, the production of wall materials averages 0.24 cubic meters per person per year, reinforced concrete-0.25 cubic meters. At the same time, comparing the indicators of regions for housing commissioning and the volume of production of these materials, experts concluded that almost half of the regions will not be able to reach the average rate of housing commissioning in the country (0.45 cubic meters). m per year per person) precisely because of the lack of building materials. These include the Altai and Primorsky Territories, the Tver Region, the Ivanovo Region, and others.
Sergey Vakhrukov, Deputy Minister of Regional Development: "According to preliminary estimates, it is necessary to build about 20 cement plants, 10 glass plants, more than 30 enterprises for the production of non-metallic materials and 15 that produce thermal insulation materials, reconstruct about 200 existing enterprises for the production of precast concrete and build 15 new ones." The official also noted that there are currently no exact calculations of the investment required for the construction of the plants.
The Ministry plans to encourage the construction of necessary production facilities with the help of state support, the most priority in this plan are two regions: Siberia and the Far East, where producers will have access to subsidizing interest rates on loans, preferential taxation, and providing state guarantees. According to officials, the expectation of accelerated construction of production facilities in the regions due to major events (the APEC Forum in Vladivostok, the Universiade in Kazan, the Olympic Games in Sochi) was not justified: there were no more factories, they are still located irrationally (transport costs account for an average of 18% of the cost).
The authorities strive to ensure that at least 1 square meter of housing per person is built annually in the country, only the Moscow Region is approaching this figure — 0.98 square meters per person at the end of 2012, the Krasnodar Territory (0.8 square meters ) and the Belgorod Region (0.79 square meters). As the General director of Saint-Gobain CIS, Gonzag de Piret, noted, due to the growth rate of housing construction, there is a demand. Investments in the construction of a drywall plant in Saint-Gobain CIS are estimated at 70 million euros (already operating in Nizhny Novgorod), dry mixes — at 10 million euros (under construction in Yegoryevsk).
Cement producers, for whom building a factory from scratch costs tens of times more, see the situation somewhat differently. For Eurocement Group Holding, the construction of a new plant in Voronezh cost 395 million euros. "In the current absence of a competitive environment with imported manufacturers, mandatory certification, we are not ready to build production from scratch. It doesn't pay off. It is more expedient to modernize the existing plants, " said Mikhail Skorokhod, President of the holding. Alex de Valuoff, General Director of Lafarge Cement Russia, says that new production capacity projects are attractive at a cement price of 3,600 rubles per ton.
