The need to control the certification of materials in social construction
In December 2013, Russian Prime Minister Dmitry Medvedev signed a number of documents aimed at supporting the demographic situation in the country. Among them is the program for the development of perinatal centers, which provides for the construction of new institutions in 30 regions of Russia. One of the conditions for the construction of these facilities is the use of building materials that meet the high requirements of sanitary safety. Over the past three years, 23 perinatal centers have been built in Russia. According to the builders, the first cones are already packed.
For example, the use of a low-quality mixture for self-leveling floors in the perinatal center of Kirov led to an excess of the permissible volume of evaporation of the toxic substance styrene by hundreds of times. It is allowed to use the same mixture at industrial facilities, but not in this case — styrene is an embryogenic poison that negatively affects the development of a child in the womb. Ceilings on nine floors had to be dismantled. Thus, the amount of 1.3 billion rubles and the time spent on the construction of the new facility were significantly exceeded due to additional work.
In order to avoid such cases, control over the availability of certificates confirming the compliance of building materials with sanitary safety requirements has been strengthened. When purchasing products, conscientious contractors should first ask about documents with the presence of sanitary and epidemiological conclusions.
According to Russian Health Minister Veronika Skvortsova, there are currently 95 perinatal centers operating in Russia. It is expected that the implementation of the new program by 2016 will help reduce the deficit of such institutions and increase the birth rate in the country.
