About 156 billion rubles will be allocated for housing construction in the Samara region

At the next meeting of the regional government, the state program "Development of housing construction in the Samara region until 2020"was approved. The total amount of funding from all sources is 156.9 billion rubles.

It is known that the approved state program provides for an annual increase in the volume of housing commissioning of at least 12%, by 2020 it should reach 3.4 million square meters. The program's activities include improving the efficiency of urban planning regulation measures, providing housing construction with land plots, reducing administrative barriers to construction, and stimulating its development.

It is reported that officials plan to relocate citizens from dilapidated and unsuitable housing, create a state and municipal housing stock, including a maneuverable fund, and a specialized housing stock for orphaned children and children left without parental care. It provides for the formation of a market for rental housing stock for commercial and non-commercial use, the creation of a system for monitoring information on key characteristics of the development of the land and housing markets in the region, and the development of a cluster of the construction materials industry.

In addition, the program will solve the issues of forming new construction sites and connecting them to communications, but on the condition that developers will sell housing at fixed prices.

A regional fund of housing construction sites will also be formed in the Samara Region. It will be a list of territories potentially suitable for housing construction, based on data from territorial planning documents of municipalities in the region. The Fund will take into account the demand indicators of the solvent population, as well as the criteria for optimal geographical location of promising sites for housing construction.

Experts believe that the formation of the fund will allow accumulating budget funds allocated to support the subjects of the housing market. Subsidies will be used to equip sites for housing construction with the necessary infrastructure. Within the framework of the program, it is planned to equip priority sites at the expense of the regional budget, allowing for the commissioning of at least 11.7 million square meters of housing, mainly economy class, at a price exceeding the standard cost of 1 square meter.

According to experts of the Ministry of Construction of the region, the potential of land plots for housing construction in the province is 19.3 thousand hectares. The volume of planned housing construction is 49.4 million square meters. The potential capacity of the housing market for the next 7-10 years is estimated at 42.6 million square meters, 16 million of which is effective demand until 2020.

According to Acting Minister of Construction of the Samara Region Andrey Krikunenko, when preparing the state program, the goal was to ensure the consolidation of housing policy measures with measures for the development of transport and social infrastructure, the work of resource-supplying organizations in the field of water supply, sanitation, heat supply, electricity and gas supply organizations.

They will provide subsidies for the preparation of sites for housing construction, for solving issues of municipal, engineering, transport and social infrastructure. The complex of measures for preparing large sites may also include the construction of pilot innovative houses, which form the standard of construction quality for subsequent development of the site.

It is known that next year it is planned to subsidize developers in terms of the costs of providing municipal infrastructure, preparing sites and moving out. According to the state program, starting from 2014, citizens will also be resettled from dilapidated housing.

The program also provides for the creation of a maneuverable housing stock in the Samara Region, which, if necessary, can be used to ensure emergency relocation of citizens from emergency housing. Within the framework of the state program, work will continue to provide square meters of citizens who worked in the rear during the Great Patriotic War, veterans of this war, young families, civil servants and others.

Thus, by 2020, the opportunity to purchase affordable housing with their own or borrowed funds is planned to be created for 60% of families living in the region, the developers note.
